The ground the Indianapolis metro is built on
Central Indiana sits on a glaciated till plain. Ice sheets covered this ground, ground down what was there before, and left behind a thick, level blanket of glacial till when they retreated. The result is a landscape that is flat to gently rolling for miles at a stretch, broken mainly by the White River and the creeks that feed it as they cut shallow valleys across the plain.
Flat ground is easy to build on and hard to drain. Water that lands on a lot has no strong direction to run, so it moves where grading tells it to and stops where grading fails. Subdivisions across the metro are graded with swales and drainage easements precisely because gravity will not do the job unassisted, and when a swale silts in or a downspout discharges short, water simply stays. Slabs on ground that stays wet lose support gradually and over a wide area, which is why so much settlement here shows up as a broad, shallow sag rather than a sharp step at one joint.
The metro's growth pattern layers a second condition on top of the first. Most of the suburban ring was farm ground within living memory, converted to subdivisions in waves that are still running. Farm fields get graded, foundations get dug and backfilled, and utilities get trenched across the future driveway, all in the space of a year. That placed material then takes a decade or more to finish consolidating under whatever gets poured on top of it.
Indianapolis and Marion County share a consolidated city-county government, so within the county line the city and the county are largely the same government. The surrounding counties are not: Hamilton, Hendricks, Boone, and Johnson each contain their own municipalities with their own ordinances. Soil does not change at a county line, but who you call about a permit or a sidewalk very much does.

Why Indianapolis soil moves under slabs
Glacial till is a mixed bag by definition, and that is the point: it contains everything the ice picked up, from clay and silt through sand and gravel, packed together in proportions that change from one lot to the next. Where the fine-grained, clay-rich fractions dominate near the surface, the soil drains slowly and holds moisture, and it takes on and gives up volume as that moisture changes. Slabs sitting on it get lifted slightly in the wet season and left unsupported in the dry one.
Because the ground is flat, moisture change here is driven less by runoff and more by how long water lingers. A yard that ponds after a storm keeps the soil under nearby slab edges saturated for days rather than hours. Saturated fine-grained soil is weaker soil, and weight that it carried comfortably when drained can press it down measurably when it is not. That is the mechanism behind the broad dishing you see in driveways and patios across the metro, as distinct from the sharp panel-to-panel steps that hillside grading produces.
The construction-fill story is the same one everywhere, but it is unusually visible in this metro because so much of the housing stock is young. Every house sits in a hole that was dug and filled back in, and the backfill ring is never as dense as the ground beside it. The garage apron, the front stoop, and the first few feet of a patio sit directly on that ring. Utility trenches do the same thing in a line, and a low band crossing a driveway usually traces a service run. In neighborhoods built in the last twenty-five years, this is the most common single reason a young driveway already has a drop at the garage.
Winter supplies the finishing mechanism. Water in a joint or under a slab edge freezes, expands, nudges the panel, and lets it settle back slightly differently. A season here delivers that cycle over and over rather than freezing once and thawing once, so small offsets accumulate. De-icing salt does not move a slab, but it scales the surface, and badly scaled concrete may not be worth lifting even when the panel is otherwise intact.

What Indianapolis weather does to flatwork
The seasonal pattern here is wet spring, variable summer, and a winter that spends months crossing back and forth over the freezing point. Spring is when the ground is at its most saturated and its weakest, and it is also when heavy storms arrive, so a lot of the damage that shows up later in the year is done between March and June while nobody is looking at their patio.
Because the terrain is flat, roof water is the single biggest variable a homeowner actually controls. Everything that lands on the roof leaves through a handful of downspouts, and on a flat lot a downspout that discharges a few feet from the house is effectively pouring that volume into the backfill ring and along the edges of every slab resting on it. Washout and softening under a slab edge is one of the most common things a contractor finds when probing a settled panel in this metro, and it is a water-routing problem far more often than a concrete problem.
Winter then works the joints. Dozens of freeze-thaw crossings in a season pump water in and out of joints and slab edges, lifting and dropping panels a few millimeters at a time. Over a winter or two a small lip at a joint becomes something you catch a toe on, and an open joint becomes a direct path for surface water to reach the base material underneath.
Lifting fills the voids that exist on the day the work is done. It does not change where your water goes. If the same downspout keeps discharging in the same spot, a similar void tends to form again, though nobody can tell you how quickly on your particular lot. Extending downspout discharge well past the flatwork, keeping the yard's grading and swales working, sealing driveway and walk joints, and moving sump discharge away from slab edges are the cheap parts of this job, and they do more for how long a lift holds than the choice between slurry and foam does.

Practical notes for Indianapolis metro homeowners
On timing, the easiest work happens once the ground has thawed, roughly spring through late fall. Contractors in this region do work in the cold months, but frozen ground, cold material, and short working windows all complicate a lift, and polyurethane foam generally handles cold better than a cement slurry does. If your problem is a trip hazard at a front door, it probably should not wait for better weather. If it is a patio you will not use again until April, waiting for a thaw is often the better call, and a contractor who tells you so is doing you a favor. Timing, method, and whether the slab is a candidate at all are site-specific decisions made in person.
Jurisdiction here has a shape worth knowing. Inside Marion County, the consolidated city-county government covers most of what you would otherwise split between a city and a county, though several included towns and cities within the county retain their own governments. Outside it, Hamilton, Hendricks, Boone, and Johnson counties each contain independent municipalities that set their own ordinances. Responsibility for the public sidewalk strip between your property and the street, whether any sidewalk program applies, and what permit or contractor registration a job requires are all local answers. Call the office that actually governs your address before paying for work in the public right of way.
When you talk to a contractor, ask who pulls any permit that is required, whether they hold the license or registration your municipality asks for, and what their insurance actually covers. Ask them to show you where the void is and how they measured it, rather than quoting you a panel count and leaving it there. And keep flatwork questions separate from foundation questions. If you are seeing cracks in basement or crawlspace walls, interior floors out of level, or doors and windows that stopped closing right, that belongs with an in-person structural professional before anyone lifts a slab. Why does concrete settle so much around Indianapolis?
Three things stack up. The glacial till under this metro includes fine-grained, slow-draining material that holds moisture and weakens when it stays saturated. The ground is flat enough that water lingers instead of running off, so soil under slab edges stays wet far longer than it would on sloped terrain. Does being on flat ground make settlement better or worse?
Different, mostly. Flat ground avoids the stepped, panel-by-panel settlement you get where a driveway spans a cut-and-fill seam on a hillside. What it produces instead is broad, shallow dishing, because water that cannot run off keeps the soil beneath a wide area soft for longer. It also means drainage is engineered rather than natural, so a silted-in swale, a downspout that discharges short, or a regraded flower bed can change where water sits and start a problem that was not there before.
My subdivision is only a few years old. Why is the driveway already dropping?
Because the concrete is not what moved. When a subdivision is built, the site is graded, foundations are excavated and backfilled, and utilities are trenched across what becomes the driveway. All of that placed material is looser than undisturbed ground, and it keeps consolidating for ten or fifteen years. The apron at the garage sits directly on the foundation backfill ring, which is why it is usually the first panel to drop even on a house that still feels new. It is also why lifting is normally the sensible repair: the slab is sound and only its support went missing.
