Illinois (IL)
The ground the St. Louis metro is built on
Start at the confluence. The Missouri River comes in from the west and joins the Mississippi just north of the metro, and the two valleys carve the shape of everything around them. On the Missouri side, the land rises off the river bottoms into rolling upland cut by creek valleys, and bluffs stand where the rivers trimmed the edge off that upland. On the Illinois side, a broad, flat stretch of Mississippi floodplain known as the American Bottom runs along the river, and the ground climbs sharply at the bluff line to the upland where Edwardsville and its neighbors sit.
Residential lots across that range are graded, not found level. On the upland, a sloped lot is usually cut on the high side and filled on the low side before anything is poured, so one driveway can span undisturbed cut soil at one end and placed fill at the other. Fill keeps compacting; cut does not. Panels bridging that seam settle unevenly and crack along it. Closer to the valleys, the ground is flatter but softer, with alluvial soils that were laid down by moving water and never compacted by anything.
Limestone bedrock underlies much of the region, and karst features are documented in parts of it, which is the one local condition worth naming plainly and then leaving to a professional. A void under a slab is a void either way, but its cause changes what the right repair is. Nobody can tell from a photo or a description whether a particular void came from washed-out base material or from something deeper, and neither can we.
The state line here is a river rather than a soil boundary, and there is a second boundary that surprises newcomers: the City of St. Louis is an independent city, not part of St. Louis County. Soil does not care about either line. Which city, county, and state rules apply to work on your property very much does.

Why St. Louis soil moves under slabs
Clay is the through-line. Clay-rich soil takes on volume when it is wet and gives it back when it dries, and around here the wet-to-dry swing within one year is wide enough to see in your own yard: spring leaves the ground saturated, and by late summer there are cracks in the lawn you can slide a finger into. Those cracks run under the edges of your driveway, walk, and patio too. The slab does not shrink along with the soil, so a gap opens beneath it, and the next round of storms flushes fines into that gap and carries some of the support away for good.
Layered over much of the upland is loess, the wind-deposited silt that caps the bluffs and spreads inland from them. Loess behaves in a way most homeowners find backwards. Dry, it is stiff enough to stand in near-vertical faces along road cuts. Saturated, it can lose a large share of that stiffness and consolidate. In practical terms, a downspout dumping at the corner of a stoop, or a sump line discharging beside a walk, can soften the base under that slab across a few wet seasons in a way it would not on firmer ground.
Nearer the rivers and the larger creeks, the story changes from stiff-and-swelling to soft-and-compressible. Alluvial soils in the bottoms were deposited by water and are often fine-grained and slow-draining, and low-lying ground holds water long after the storm has moved on. Slabs there tend to settle broadly and gradually rather than stepping at a single joint, and drainage work is usually a bigger part of the fix than it is up on the ridge.
The last source is not natural soil at all. Every house sits in a hole that was dug and filled back in, and that backfill ring is never as dense as the ground beside it. It keeps consolidating for years, sometimes a decade or more. The garage apron, the front stoop, and the first few feet of a patio sit directly on it. Utility trenches do the same thing in a line: water, sewer, gas, and electric services cross under driveways and walks, and the trench settles in a strip you can often pick out as a low band across the slab. In the newer parts of the metro this is the single most common reason a young driveway already has a drop at the garage.

- Utility-trench settlement: a low strip crossing a driveway or walk in line with the service
- Cut-and-fill grading on hillside and bluff-side lots: uneven settlement across a single slab, usually with a crack at the seam
What St. Louis weather does to flatwork
Rain here does not arrive evenly. Spring and early summer deliver it in storms that drop an inch or more in an hour, and everything that lands on your roof leaves through a handful of downspouts. If those discharge at the base of the house, all of that volume goes straight into the backfill ring and along the edges of the slabs resting on it. Washout under a slab edge is one of the most common things a contractor finds when probing a settled panel in this metro, and it is a water-routing problem far more often than it is a concrete problem.
Then the pattern flips. Late summer here is reliably hot, and stretches of it are dry. The clay shrinks, and the gaps that spring storms carved out get wider. That is why so many homeowners first notice their concrete in the fall. Nothing dramatic happened in August. The soil simply pulled back from a slab that was already sitting on less support than it started with.
Winter adds its own cycling. This metro sits in the part of the country that crosses the freezing point over and over through a season rather than freezing solid until spring, and each crossing works water in the joints and under slab edges. Freezing water expands, nudges a panel, and lets it settle back in a slightly different position. Over a winter or two a small offset at a joint becomes something you catch a toe on. De-icing salt is the other winter factor. It does not move a slab, but it scales the surface, and concrete that is badly scaled may be past the point where lifting it is worth the money.
Lifting fills the voids that exist on the day the work is done. It does not change where your water goes. If the same downspout keeps discharging in the same spot, a similar void tends to form again, though nobody can tell you how quickly on your particular lot. Extending downspout discharge well past the flatwork, keeping the grade falling away from the house, sealing driveway and walk joints, and moving sump discharge away from slab edges are the cheap parts of this job, and they do more for how long a lift holds than the choice between slurry and foam does.

Practical notes for St. Louis metro homeowners
On timing, the easiest work happens once the ground has thawed, roughly spring through late fall. Contractors in this region do work in the cold months, but frozen ground, cold material, and short working windows all complicate a lift, and polyurethane foam generally handles cold better than a cement slurry does. If your problem is a trip hazard at a front door, it probably should not wait for better weather. If it is a patio you will not use again until April, waiting for a thaw is often the better call, and a contractor who tells you so is doing you a favor. Timing, method, and whether the slab is a candidate at all are site-specific decisions made in person.
Jurisdiction is unusually layered in this metro, and it matters before you pay for anything in the public right of way. The City of St. Louis is an independent city and runs its own rules. St. Louis County contains dozens of separate municipalities, each of which sets its own, and unincorporated areas are administered by the county. St. Charles County has its own cities again. And the Illinois side operates under Illinois law entirely, through its own municipalities and Madison County. Who is responsible for the public sidewalk strip between your property and the street, whether any sidewalk program applies, and what permit or contractor registration a job requires are all local answers. Call your own city and ask them directly rather than assuming your neighbor's answer travels.
When you talk to a contractor, ask who pulls any permit that is required, whether they hold the license or registration your municipality asks for, and what their insurance actually covers. Ask them to show you where the void is and how they measured it, rather than quoting you a panel count and leaving it there. And keep flatwork questions separate from foundation questions. If you are seeing cracks in basement walls, interior floors out of level, or doors and windows that stopped closing right, that belongs with an in-person structural professional before anyone lifts a slab. No one can diagnose a structural condition from a description or a photo, and that includes us.

Why does concrete settle so much around St. Louis?
Several things stack up. Clay-rich soils across the region swell through wet springs and shrink through hot late summers, opening gaps under slab edges that storms then flush wider. The loess that caps much of the upland loses a good share of its stiffness when it gets saturated, so poorly aimed downspouts do real damage. Near the rivers and creeks, soft alluvial soils compress under load and drain slowly. And every house has a ring of foundation backfill plus utility trenches under its flatwork that keep consolidating for years after construction. Add a winter of repeated freeze-thaw crossings and slabs here get moved from below year after year.
Does it matter which side of the river I am on?
Not for the soil, in the sense that clay, loess, and consolidating backfill behave the same way in Missouri and Illinois. It matters a great deal for the rules. Missouri and Illinois do not share a rulebook, and neither do neighboring municipalities within either state. Responsibility for the public sidewalk strip, permit requirements, and contractor registration are set locally. Check with your own city before paying for work in the public right of way or assuming no permit applies to your project.
Is the City of St. Louis different from St. Louis County?
Yes, and it is worth knowing before you start calling offices. The City of St. Louis is an independent city that is not part of St. Louis County, so city addresses and county addresses are governed separately. St. Louis County itself contains many individual municipalities, each with its own ordinances, plus unincorporated areas administered by the county. When you need an answer about a permit, a sidewalk program, or right-of-way responsibility, the office to call is the one that actually governs your address, not the one whose name matches your mailing city.
