Concrete Steps and Stoop Leveling
A stoop settles for the same reason a patio does, because it sits on the backfill against the foundation, which is the loosest soil on the site. The consequences are different, though. A patio that has dropped is annoying. A set of steps where one riser is now taller than the others is a place where people fall, usually at night, usually while carrying something.
Lifting raises a settled stoop or step section by filling the void beneath it. Slabstead does not do concrete work. Steps are the slab type where it pays to be specific with the contractor about how the stoop was built, because a stoop cast against the foundation, a stoop on its own footing, and a hollow stoop over fill all behave differently when you push on them.
Why stoops and steps settle
The soil is the reason. A stoop is almost always poured against the house over the backfilled foundation trench, and that soil keeps consolidating for years after construction. The stoop is also heavy and concentrated on a small footprint, so it applies more pressure per square foot than a patio does over the same weak ground.
Water is usually the accelerant. Downspouts get placed at the corners of the house, which is often right beside the steps, so the soil under the stoop receives the roof runoff from an entire slope of the roof. Splash off an adjacent walkway, irrigation aimed at foundation plantings, and grade that funnels water along the wall all pile on. Fine soil washes out from beneath the edges, and the stoop drops or rotates.
Construction details matter. Some stoops sit on a proper footing that extends below the frost line, which makes them far more stable in freeze-thaw climates. Some are poured on compacted fill with no footing at all. Some are hollow inside, with a shell of concrete over fill or over open space, which is common on older builds and can produce sudden movement when the fill inside finally settles away. A contractor looking at your steps will want to figure out which one they are dealing with before they quote anything.

Why uneven risers are a real safety problem
People climb stairs by feel, not by looking. After the first step your feet expect every riser to be the same height, and a single riser that is off breaks that expectation at the exact moment your weight is committed. That is why a settled bottom step causes more falls than an equally settled patio slab ever will.
Building codes commonly limit how much riser heights are allowed to vary within a flight. The specific number and the applicable rules depend on your local jurisdiction, so check locally rather than assuming, but the principle is universal: consistent risers are a safety requirement, not a preference. If your stoop has dropped, either the top riser from the stoop to the threshold or the bottom riser from the walk to the first tread is now different from the rest, and that is a hazard even when the difference looks minor.
Everything else compounds it. Steps get used at night, in rain and ice, by people carrying groceries and packages, and by visitors who have never used them before. Handrails often loosen when the stoop moves, which removes the thing that would have caught the fall. Treads that have tilted forward shed water toward the person climbing them and hold ice in freeze-thaw climates. If you have started warning guests about your steps, you already know the answer.
When the stoop pulls away from the door
A settling stoop tends to drop and rotate away from the house, which opens a gap at the wall. Once that gap exists, water runs straight down into the backfill beside the foundation, which accelerates the settlement that opened it. The same gap lets water reach the framing at the door, and rot in a sill or the bottom of a jamb is a much more expensive problem than the concrete ever was.
You may also see water ponding right at the threshold. When the stoop drops, the fall that used to carry water away from the door can reverse, so rain collects where everyone has to stand. In freeze-thaw climates that becomes a sheet of ice on the one surface nobody can avoid. Storm doors start binding, weatherstripping stops sealing, and the threshold takes on water it was never meant to see.
Restoring elevation can address all of that, but the sequence matters. If water has already gotten into the framing, that repair belongs to a carpenter and should happen alongside or after the concrete work rather than being covered up by it. Sealing the joint between the stoop and the house with a flexible sealant after the lift is normal, and it is part of keeping the problem from coming back.
Attached stoops, hollow stoops, and what an inspection determines
Not every stoop can be lifted the same way. Some are cast against the foundation or doweled into it, some are supported by a footing or a frost wall, some are freestanding on fill, and some are hollow shells. A stoop pinned to the foundation may resist lifting, may need to be released first, or may not be a lifting candidate at all. A hollow one may need the interior void filled before anything can be raised safely. These are not decisions anyone should make from photographs.
Covered porches add another layer. If columns or posts bear on the slab and carry a roof, lifting the slab moves the structure above it, and that calls for a contractor thinking about the whole assembly rather than just the concrete. Say so early in the inspection if a roof is involved, because it changes both the method and the price.
The inspection is where the contractor measures riser heights, checks whether the stoop is attached to the house, sounds it for voids and hollow areas, looks at the handrail connections, and traces where the water goes. They also decide whether the concrete has the integrity to be lifted, because steps have thin nosings and exposed edges that break under load. Cost depends on the size and construction of the stoop, how far it has to come up, how much void is under it, and access. There is a point at which replacement is simply the better repair, and a contractor who says so is being straight with you. If the settlement comes with foundation cracking, binding doors and windows inside the house, or other signs of building movement, that is a structural question for an in-person professional and it should be answered first.
Lifting is usually worth pricing when...
- The stoop or step section dropped as a unit and the concrete is sound
- Riser heights are now uneven at the top or bottom of the flight
- Water ponds at the threshold or a gap has opened at the house
- The stoop sounds solid rather than hollow when tapped
- Handrails and treads are in good condition and worth keeping
- You want the safety issue corrected without a tear-out at the entry
Expect a different recommendation when...
- The stoop is cast into or doweled to the foundation in a way that resists lifting
- Treads, nosings, or edges are broken and crumbling
- The stoop is hollow and the shell will not take lifting force
- A porch roof bears on the slab and the assembly needs more than a flatwork crew
- Water has already reached the framing at the door, which brings carpentry into it
- Foundation cracking or interior symptoms suggest building movement, which needs in-person structural evaluation

Common questions
My front steps are pulling away from the house. Is my foundation failing?
Most of the time it means the stoop is settling into the backfill beside the foundation, not that the foundation is moving. Stoops are heavy, they sit on the loosest soil on the property, and they take more roof runoff than almost anything else because downspouts tend to land near entries. That said, the two can happen together, and nobody can tell them apart from a description. If you also see cracks in the foundation wall, doors or windows that have started binding, or new cracks appearing inside the house, have a structural professional evaluate it in person before you spend anything on the concrete.
Can just the bottom step be lifted, or does the whole flight have to be replaced?
It depends on how the steps were built. Where the flight is a single monolithic unit, it gets lifted as one piece and the goal is to bring the whole assembly back so the riser heights match again. Where the bottom step is a separate slab or landing, it can often be raised on its own. Where the stoop is hollow, tied to the foundation, or has broken nosings, replacement may be the better repair. A contractor standing on the steps can tell which of those you have. Guessing from a photo is how people end up paying for the wrong repair twice.
There is a gap between the stoop and the house. Should I just fill it?
Sealing the joint is worth doing regardless, because an open joint sends water straight down beside the foundation and keeps the settlement going. But sealing alone treats the symptom. If the stoop has dropped enough to open a visible gap, the risers are probably uneven and the fall at the threshold has probably reversed, and sealant fixes neither. Deal with the elevation first if lifting is appropriate, then seal the joint afterward with a flexible sealant as part of the finished work. Sealing it now as a stopgap before an inspection is fine, just do not treat it as the repair.
Are concrete steps ever too far gone to lift?
Yes, and steps reach that point sooner than flat slabs do. Steps have thin nosings and exposed edges that spall and break, and plenty of older stoops are hollow shells over fill. If the treads are crumbling, the nosings have broken off, reinforcement is exposed and rusting, or the stoop cannot take lifting force without cracking, replacement is the honest answer even though it costs more. A contractor who tells you a badly deteriorated stoop should be replaced rather than lifted is usually the one giving you good advice, not the one upselling you.
